The Senate Judiciary Committee heard SB 324 concerning explanation of proposed constitutional amendments authored by Sen. Dillon. The bill requires Legislative Services to prepare a neutral summary of any proposed constitutional amendments for approval by the Legislative Council and for distribution and posting at all polling places. The Committee heard testimony in opposition to the bill. The bill passed 10-0.

The Senate Elections Committee heard SB 400 concerning explanation of proposed constitutional amendments authored by Sen. Dillon. The bill requires the Attorney General to prepare and distribute a neutral summary of proposed constitutional amendments not later than 60 days prior to the election at which the amendment is on the ballot. The bill passed 11-0.
The Senate Elections Committee heard SB 452 concerning the Kernan-Shepard election provisions authored by Sen. Lawson. The bill language includes moving municipal elections to even-numbered years, location of city offices on ballots, restrictions on political subdivision employees holding elected office, county voting centers, and electronic poll lists. The bill was amended and passed 8-3.

The House Judiciary Committee heard SB 281 concerning convictions and elections presented by Sen. Mrvan. This bill would clarify when a public official is removed from office after a felony conviction. Attorney General Steve Carter testified in favor of the bill. The bill passed 7-1.
