Jail overcrowding

The Senate Corrections and Criminal Code Committee heard HB 1346 concerning jail overcrowding sponsored by Sens. Koch and Randolph.  Rep. Frye presented the bill which would continue the review of jail overcrowding as a part of the Justice Reinvestment Advisory Council.

The bill was amended by consent to ensure consistency between code sections referenced in this bill and HB 1047 on Justice Reinvestment Advisory Council and requires the Indiana Criminal Justice Institute to coordinate the collection and receipt of data from state and local criminal justice agencies. Mary Kay Hudson, Executive Director of the Indiana Office of Court Services, testified in support of the amended bill.  Others testifying in support included the Indiana Sheriffs’ Association, the Indianapolis Fraternal Order of Police and Indiana State Fraternal Order of Police, the Indiana Public Defender Council, and Indiana Criminal Justice Institute.  The bill passed as amended 9-0.
